Nigeria: FG promises efficient management of personnel cost with IPPIS

WorldStage Newsonline-- Nigeria’s Accountant General of the Federation Ahmed Idris, has said the Integrated Personnel and Payroll Information System (IPPIS) platform has achieved significant stride in bringing government agencies and institution into a central control management of personnel cost.

Idris, stated this on Thursday in Abuja, during a courtesy visit to the Nigeria Immigration Headquarter to access the IPPIS, ‘’you will see high level of efficiency, all recalling issues with salary deduction and so on will now be of view. They are now saddle on us and we are going to discharge them effectively as expected.

The project implementation commenced at the Bureau of Public Service Reforms before its management was transferred to the Office of the Accountant-General of the Federation (OAGF) in October 2008.

The IPPIS initiative is aimed at improving the management of human resources and providing a centralized payroll system in the service. The project was conceived in 2006 and by April 2017 it started with six pilot ministries. There are 461 MDAs, including 6 police state commands currently on the IPPIS platform.

Idris, noted that all agencies particularly the paliamilitary were cooperating with the IPPIS, saying, ‘’the leadership are more than willing to be captured; we have so far captured the Comptroller General of immigration.

’If there is any staff having disciplinary issues, the system is designed in such a way that the office of the Accountant General is informed as to what issues to take in term of salary payment; is it to be paid half salary or the salary should be stopped, that is the extent we can go but we must be given the correct information correct instruction and that must come from the agency themselves.

‘’The personnel management aspect is still vested in the agency, promotion, capacity building, development, disciplinary procedures all are vested in the agency.”

Responding to an allegation over the nonpayment of salaries of the staff of the Nigeria Immigration, Idris said, ‘’they have all been paid, that they have never been a challenge in payment of salary.

“The biometric data capture is being handled by the Integrated Payroll and Personnel Information Systems (IPPIS) Department of Office of the Accountant-General of the Federation.”

Comptroller-General, Mr Muhammad Babandede, said the IPPIS platform has brought sanity, ‘’for us as a government institution we have seen the value of it, even before it started working there are some offices who have disciplinary issues; some officers are not around and travel, we have started  identifying many of them, meaning some people are taking salary without us knowing.

 ‘’It’s a commendable issue am sure will cut all the problems If they are covered by their staff, now we will know that they are not around; because we say anybody who will do the biometrics must be signed by his supervisor to make sure he is available, working and compliancy with the rule.

‘’Some people might have resign but are still in the system, so we are assuring you that anybody we find after this incident, we will not only send the report to government, we will send to punishment system were EFCC or ICIPC will have to retrieve the money back.’’

In his visit to the Nigeria Prison Service Headquarter, the Accountant General, noted that there were plans in place to consider for personnel’s with genuine cases, sick or outside the country on assignment in consultation with the agency outfit to capture such people.

According to the Comptroller general of Prisons service, Ja Afaru Ahmed, seek more time for all its personnel, including those on suspension to be enrolled into the IPPIS platform, he added that the platform will enable prompt payment of salaries.
